I had that. It was from a programme called Living Books. (My dad used to get them from work) Did you have the one with his birthday party or was it the other one?
Yes, I adore Arthur. I used to watch it all the time when I was little and I still watch it now. Entire episodes are on Youtube, with brilliant quality. Just search "ArthurTV1996". If anyone's interested, there has recently been an episode about Asperger's.
